Over the past decade, the widespread adoption of smartphones has driven the development of numerous cloud services to manage the surge in data traffic. Recently, however, attention has shifted towards artificial intelligence (AI) research, presenting new challenges such as data privacy, energy efficiency, and intellectual property rights. We propose an innovative cloud framework that goes beyond traditional cloud architectures to address these issues. We introduce the concept of the \fldm{}, an ecosystem that enables seamless integration of diverse cloud environments through collaborative efforts. This integration utilizes advanced Large Language Model technology along with various decentralized technologies, including Blockchain, Smart Contracts, Decentralized Identifiers, and ActivityPub. Additionally, in this era dominated by large corporate foundation model development, it is crucial to have a system that allows individuals and organizations to collaboratively build their own foundation models while maintaining data ownership and privacy.
