Smart cities have evolved into complex systems‑of‑systems (SoS), integrating physical infrastructures, digital platforms, and social processes. Governing such systems poses critical challenges, particularly in the Global South, where socio‑economic conditions, institutional capacity, infrastructural gaps, and inclusion dynamics differ substantially from the Global North. This research conducts a tertiary review to systematically synthesise existing secondary reviews on smart-city governance, with a focus on identifying research gaps specific to the Global South. The study follows the PRISMA methodology to ensure rigor in article selection and employs Design Science Research (DSR) to guide the creation of conceptual and constructive artifacts. Additionally, the Goal-Question-Metric (GQM) model structures data extraction and analysis. Preliminary findings reveal a strong geographic bias toward high-income regions, limited attention to context-sensitive governance frameworks, weak integration of participatory platforms such as digital twins and DAO/Decidim, and a lack of governance mechanisms tailored to the Global South. Expected contributions include a refined research agenda and a structured methodological pathway to support future studies in SoS governance for smart cities in under-represented regions.
