Wildfires are complex phenomena that involve multiple stakeholders, technologies, and layers of coordination, making their management a challenging task. This paper presents a conceptual model based on the System-of-Systems (SoS) perspective for wildfire response, developed from a rapid review of 24 studies addressing technological, organizational, and environmental aspects. This conceptual model not only consolidates fragmented efforts in wildfire response but also enhances coordination, collaboration, and sustainability across distributed stakeholders. The analysis identified interoperability gaps, limited communication between systems, and the absence of integrated frameworks for decision-making. The proposed model articulates multiple layers; observation, communication, coordination, and resilient operations; supporting collaborative action. By framing wildfire management as a SoS, this work contributes to improving preparedness, response, and resilience in fire-prone regions such as the Brazilian Cerrado.
