Prof. Dr. Sanjay Misra is a Senior Scientist at the Institute for Energy Technology (IFE), Norway, and an internationally recognized researcher in Software Engineering, Digital Sovereignty, Applied Informatics, Sustainability, and AI-driven intelligent systems. He holds a Ph.D. in Information and Knowledge Engineering (Software Engineering) from the University of Alcalá, Spain, and an M.Tech. in Software Engineering from Motilal Nehru National Institute of Technology (MNNIT), India. Dr. Misra received the IET Software Premium Award (UK) in 2012 and is a Senior Member of IEEE. His expertise includes software quality assurance, software engineering applications across diverse domains, digital sovereignty, and the application of emerging technologies to real-world and critical infrastructure contexts. He is the founder of the International Symposium on Software Quality (ISSQ), Software Engineering Process and Applications (SEPA), and Tools and Techniques in Software Development Process (TTSDP), established through ICCSA during 2009–2022. He has been ranked among the top 2% of scientists globally by Stanford University for seven consecutive years, and was ranked 1st in Science and Technology and 5th overall in Norway in 2025.
Dr. Misra has also initiated and led several international research events and served as General Chair of IEEE ICAST 2014, IEEE ICCNI 2017, Springer ICAI 2020, and Springer ICIIA 2021. He is a co-founder of the International Conference on Digital Sovereignty (2024–present) and the International Conference on Human-Centric AI (2026). He serves as Editor-in-Chief of the International Journal of Human Capital & Information Technology Professionals and the International Journal of Digital Sovereignty and Global Data Governance. He has also served as an editor for Computer Standards & Interfaces and numerous international journals published by leading academic publishers. He has delivered 100+ keynote and invited talks around the world (travelled to more than 60 countries), reflecting his extensive international research and academic leadership.
