Bio:

Carlos Henrique Cabral Duarte has over 30 years of professional experience in managerial and technical positions. Between 2000 and 2024, he was on assignment working for the Directorate of Research at the Brazilian Institute of Statistics and Geography (IBGE), away from his role as a senior technical staff member at the Brazilian Development Bank (BNDES, 1992-), in Rio de Janeiro. At BNDES, he served as an export financing and accreditation analyst of machines, equipment, components, and systems (2012-2020). From 2002 to 2012, he worked as an operations manager, overseeing funding for more than 50 technology companies, including two that are listed on the Bovespa Stock Exchange. He served as the BNDES representative on the National Information Technology Advisory Committee of the Ministry of Science, Technology, and Innovation (CATI/MCTI, 2003-2012) and as a board member of the Society for the Promotion of Brazilian Software Excellence (Softex, 2003-2012). Carlos Henrique also has an academic career as a lecturer in Brazilian Universities (1999-2009) and as a research fellow of the Brazilian NSF (CNPq 2001-2003). He has written, reviewed, and edited many papers for scientific journals and conferences. Carlos holds a Ph.D. from Imperial College, London (1999), an M.Sc. from PUC-Rio (1994), and a B.Math. from UFJF (1992) in computing. He is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and a Distinguished Contributor to the IEEE Computer Society.
